Prior Lake Planning Council Approves High Density Residential Designation on the Land Use Plan

Monday April 25, 2006 - The Prior Lake Planning Council approved an ammendment to the Land Use Plan that will start the process of changing a portion of the zoning to High Density Residential, for the planned development on the northeast corner of the intersection at CTY Roads 42 and 18. The zoning change request will now go to the City Council and ultimately to the Metropolitan Council for final approval. The developer, Cardinal Development, will meet with the Windsor Scott Homeowners Association in the June – July timeframe to seek our comments and concerns on the proposed development prior to submitting the formal Planned Urban Development (assuming that both the City and Metropolitan Councils approve the zoning change).

What this means - The first of 3 approvals has been granted to rezone a portion of the land (represented in the concept photo above by the section of high density condominiums in the upper right hand corner of the diagram, next to the detached villa style townhomes) as high density residential housing.

What this does not mean -  This does not mean the concept has been approved.  After the 3 approvals are granted for the change in zoning, the developer will formalize the development plan, seek our opinions, and begin the last series of approvals for the actual finalized development (Planning Council > City Council > Metropolitan Council approval for the Planned Urban Development).

We will have our chance, both informally and formally, to voice our concerns in a public forum during the PUD process (we will once again receive a formal letter notifying us of the public meeting).

Cardinal Development is touting this type of development as "New Urbanism".  For more information on New Urbanism, please visit www.newurbanism.org.
